The Town and Country Village, El Dorado project is set to be a game-changer for El Dorado County, delivering a powerful financial boost at a time when our County faces significant budget challenges. Preliminary estimates from a draft Fiscal Impact Analysis (FIA) by Economic & Planning Systems, Inc. (EPS), project that this vibrant mixed-use development could generate approximately $4.35 million in new annual revenue for the County’s General Fund at full buildout. The Project Development Area is expected to result in an immediate net surplus of around $2.6 million for the General Fund, a critical lifeline for our county navigating a reported $17 to $20 million budget shortfall for the present fiscal year (1, 2, 3).
This transformative project doesn’t just stop at county-wide benefits. It is anticipated to deliver the following significant surpluses to key local agencies, strengthening essential services without straining public resources:
$121,000 annually to the County Road Fund, supporting vital infrastructure and road maintenance.
$312,000 annually to the El Dorado Hills Fire Department, enhancing public safety and emergency response capabilities.
$157,000 annually to the El Dorado Hills Community Services District, bolstering community programs, parks, and recreational facilities.
A cornerstone of the project’s financial impact is its tourism-driven revenue, with an estimated $2.3 million annually in Transient Occupancy Tax (TOT) from its resort components, including 300 hotel rooms, 56 luxury hotel cottages, a civic center, and a museum. This influx is substantial enough to potentially offset recent TOT-funded grant losses and restore critical programs in tourism, senior services, and community recreation, which have been forced to face funding cuts. Beyond direct revenues, the project’s tourism components are expected to create a multiplier effect, where each dollar spent by visitors circulates multiple times through the local economy, supporting jobs, small businesses, and nearby restaurants, gas stations, shops, etc. Industry estimates suggest tourism spending can generate a multiplier effect of 1.5x to 8x, amplifying the project’s economic impact across El Dorado County.
